\u201cHuman Resources Management\u201d Department has the following functions:<\/p>\n

1. To develop and update an official and permanent establishment plan for the jobs, positions and staff of the municipal administration in accordance with the legislation in force and voted by a municipal Council decision in order of the existing normative acts, number and cost of salaries for the relevant period and activities and submit them for approval by the mayor of the Plovdiv Municipality;
\n2. It coordinates the establishment schedules (official and registered) of the regional administrations, municipal enterprises, social homes and restaurants, museums, cultural centers and others;
\n3. To develop internal rules for the payroll, propose them for approval by the mayor of the municipality and monitor their implementation;
\n4. Provides methodological, organizational and technical support to all units and activities for development and updating of job descriptions;
\n5. Ensure that wage funds are spent;
\n6. Plans and assists the organization for training of employees in order to increase their qualification and career development;
\n7. Forms the documents in the conclusion, termination and alteration of the employment and service relationships of the employees in the municipal administration, in accordance with the labor law and the instructions and orders of the mayor of the Municipality;
\n8. Keeps personal records of employees, documents and certificates related to them;
\n9. Organizes and conducts competitions, selection and recruitment of employees;
\n10. Consulting regional administrations, municipal enterprises, social homes and restaurants, museums, cultural centers and others;<\/p>\n
